Review Poor service

I have waited for almost an hour just to collect a cheque.. I came in the morning nd I have been told that the person who issue cheques is still in a meeting.. The guard promised to get back to me but he didn't.. I kept on checking him and he was not helping.. How can I wait for an hour just to collect a cheque?
