Question for MARAPONG SUB LAND BOARD

I bought a filling station plot without realising the previous owner did not pay the lease rentals. I want to change names and I am held back by the rentals because gatwe I should pay first. Is there a way I can change names for me to get financial help from CEDA so that I pay the lease because there is nowhere I can get that kind of money unless I start a business?
